On the shoutbox there is a 'log in' button in the top right hand corner
Click that and you will be able to speak in the chatroom.
Remember you must have a registered account to do this.

I am getting a modded controller and it has 8 mods im not really big on any specific mode.

If you're on PS3 unrecognized controllers besides the official sony controllers will not be synced with the system. It does suck
