On the shoutbox there is a 'log in' button in the top right hand corner
Click that and you will be able to speak in the chatroom.
Remember you must have a registered account to do this.

Yeah try and include a bit more information, that is basically an introduction to yourself. You have no idea about why you want to be staff, other expeiences, you don't have to stcikto the template it's a guideline of what you should include but please, include more than just hobbies, age and name.
