On the shoutbox there is a 'log in' button in the top right hand corner
Click that and you will be able to speak in the chatroom.
Remember you must have a registered account to do this.

In Halo: Reach there are many problems. 1)They took out the BR. Everybody came to love it, and it takes way more skill to use than a DMR. 2) As the crosshairs increase in size, the game becomes more about luck.
Basically, Reach was made for all of the BK's that couldnt make it in H3. It will never be as popular to the people who are good at Halo as H3 was and still is.

in halo reach any body can level unlike in halo 3 they made reach to much like mw2 i think
